The definition of a pebble is thus:
1. a small stone worn smooth and round, as by the action of water
2. Geol. such a stone, smaller than a cobblestone, with a maximum diameter of 64 mm (c. 2.5 in)
Limestone chips do not fall into either of these categories so the answer must be no. -
I think they may be too chippy.
